Cool Gradient makes the image more blue-ish, making it cooler (as in ice, not teenage lingo, mind you) :P. It's very similar to the Old Gradient tutorial, but the blend mode makes a complete difference.
1.) Open up PSP and your image. I used an image of Harry Potter.
2.) Go to Layers >> Duplicate.
3.) Go to Layers >> Properties. Set the Blend Mode to Soft Light.
4.) Click 'Okay'. Then click the Floodfill Tool (the blue bucket). Choose #009ef8. Now, choose black for the second color:
5.) Now, choose this as a Gradient (to choose a gradient, click the box filled in with the blue color and the Materials Properties should come up. Click the Gradients tab):
6.) "Okay" >> Fill in your duplicated layer. It should now look something like this:
